Hi caucajun! There's very little info 'bout effect pedals, so only an "educated guess" is possible.. One could assume that the majority of effect pedals (from Japan) might be manufactured by famous factory called Nisshin Onpa Seisakusho (Nisshin, Nisshin Onpa, Maxxon etc..) so perhaps your Westbury came from that facility too..
About the Westbury/Matsumoku link, there's some info:

Westbury guitars were not unfamiliar in Europe, especially the cheaper models, but they were quite rare. Even more rare were those effect pedals, we had run-of-the mill Corons, Maxxons, Ibanezes etc..
THE UNCLE MATT CONNECTION.
THANKS FOR THE INFO........that prolly applies to the Electra phaser i just got too, eh?
