Hmmm, I am not familiar with that version of the head stock logo at all.
I can tell you it is NOT a Matsumoku made instrument, nor is likely to have been Made in Korea.
It "sort of" resembles the Strat style guitar made in China and distributed by the German company Musik-Meyer. (see post HERE for details)
HOWEVER...their version of the Westone logo is completely different.
My guess is that it is Chinese made, but I have no idea who may have been responsible for the branding. It looks to be made well enough and if it plays well and gives you the Strat experience, then $60 would be a fair price methinks.

This is not a Matsumoku Japan Westone so no collectors value at all.
Matsumoku always printed serial number, made in Japan, and often Westone logo on the neckplate.
60 is a good price if it is a decent guitar.

I learned today at a guitar shop that every guitar imported to the USA must be stamped with where it was made.
If your guitar is not stamped at all, the best guess is it was made in China & they're disregarding the law.
@Barry is right that it neither looks like Matsumoku's logos nor German Musik-Myers logo.
But, if it plays good, $60 is well worth it. If you don't buy it, please let us know where it's for sale & I'll happily pay the $60 for a piece I can display for laughs in the Westone ad-Vantage Exhibit.

US laws do not apply to the world, and that would be a fairly recent one. And anything produced prior to its implementation and available on the resale market would not be subject to it.
There are a great many instruments out there with no point of origin reference on them. Not all are Chinese either, I have a few which I know to be made in Vietnam for example which do not show that anywhere.
