1=1981, 04=April, 9758 - the last part is apparently a tally number of how many guitars made.
which model do you have?
looking at the serial number, and you say 'stratocaster', i'm gonna guess you have a Concord :?:

The Westone 'Prestige' models (Corsair and Cutlass) made in the UK in the late 1990s
Electric guitars and basses made under the Westone name in China or Korea since the late 1990s, which all seem to be copies of other makes such as BC Rich (Mockingbird and Warlock), Gibson (Les Paul, SG, 355) and Fender (Strat, Tele, Precision bass) - apart from the name, these guitars have nothing in common with the original Westone guitars
Matsumoku Westone dating systems probably do not apply to this guitar.

This "new" Westone brand is apparently owned by a German company who is claiming to be linked to the original Westone. I saw today, it ended and I couldn't copy the pic, an ebay auction for the 2009 catalog of this company, the cover page of which stated: "Jubileum, 30 years of Westone 79-09", shocking...

Maybe try the Fender fourm. i tried everything i know on that one. it's an odd one, the Stratocaster made in Japan is supposed to have a letter prefix. This is possibly a copy, or a fake. How does the logo look on the headstock? Are the edges raised?
Another way to date a fender is to take the neck off. If it's genuine it will be stamped with a manufacture date on both the neck and body.

the westone serial numbers are just that , Westone Serial Numbers
the system is relatively simple and straightforward, but it is not a universal system used by others. many people will call any guitar with 3 single coil pickups a 'strat', so my guess at the age of your guitar was based on the idea it was a Westone guitar with 3 single coil pickups.
the one in the picture is clearly not a Westone guitar.
a guitar may, or may not, be made by the matsumoku company simply based on that style neckplate. that item is not always a definitive attribute, especially because it can be exchanged with another, and also because it was used by other companies around the same time. that neckplate style was used in the 1970's.
i'm rather certain matsumoku never produced a guitar with "Fender" on the headstock.

This guitar looks like a Japan made copy of '70s strat with a fake decal on the headstock.
the real 70s strats had a 3 bolt neck plate with an F on it.
the neck plate on this looks like the same you will find on Grecos, Lyles, Hondo etc and other companies that copied other guitar makers.
It might be a good guitar, but no way is it a real Fender.

And dating a guitar is a great idea. They're not cheap dates, but they only talk when you want them to.
