Actually you do need hardly any CAD skills if you have a laser inferometer to measure an original by. A complete scan of anything can be taken in 3 dimensions and the data read into a compiler which spits out the NC code necessary to run the part.
This technology is around 10-15 years old now already. Fun stuff! A guy could really churn out Swiftlocks with the proper setup and access to a VMC with the horsepower to interpret the code.
